"Not verified" means Foley's public pages did not state it when we checked; it is not a "no". Profirm prices include the SAMHSA laboratory, MRO review and, for queries, the 1.25 USD FMCSA fee. Consortium membership has no government fee at either vendor.
Where Foley is stronger
- Scale and catalog. Foley is one of the largest DOT compliance vendors in the country and sells consortium, background screening, driver qualification files and registration under one account.
- Enterprise features. Large fleets get account management, integrations and reporting that a 40-year-old family firm from Quebec does not pretend to match.
- US footprint. Foley is a US company with US offices; Profirm USA is the American arm of a Canadian firm and our US office is not open yet.
Where Profirm is stronger
- Published prices. Profirm lists $99 per year, owner-operator; $30 each additional driver and $79 per random test; $49 breath alcohol on the site. Foley's consortium is quote-based, observed at 50 to 150 USD per driver per year plus 40 to 80 USD per test.
- The legal minimum. We run the pool at 50 percent drugs and 10 percent alcohol. Ask any vendor what rate they run before you compare annual costs.
- Spanish and French. Foley does not offer Spanish service on its site; Profirm answers in English, Spanish and French.
- Cross-border. Profirm has filed US registrations for Quebec and Ontario carriers since 1988. Foley does not claim Canada and US expertise.
- Reviews. Foley holds a Trustpilot score of 2.8 across about 1,150 reviews. We are new in the US and have no score yet, which is honest to say out loud.
Who should pick which
Pick Foley. Pick Foley if you run a fleet with dozens of drivers, have an in-house safety manager, and want one large vendor with integrations and a contract. Read the reviews first and get every per-driver and per-test number in writing.
Pick Profirm. Pick Profirm if you are an owner-operator or a fleet under about 20 trucks, want to know the price before you call, want IFTA and registration from the same desk, or need Spanish, French or cross-border service.

Does Foley offer IFTA or Spanish service?
We did not verify IFTA on Foley's public pages. Foley does not offer Spanish service on its site. Profirm files IFTA quarterly and serves carriers in Spanish and French.
Why does Foley have a 2.8 Trustpilot score?
We can only point you to the reviews; we do not summarize other people's complaints. About 1,150 reviews is a large sample, so read a page of recent ones and decide for yourself.
Can I switch from Foley to Profirm mid-year?
Yes. Enroll with Profirm, get the same-day certificate, then cancel with Foley under your contract terms. Random selections continue in the new pool without a gap. Your Clearinghouse C/TPA designation moves to Profirm the same day.
Is either consortium approved by FMCSA?
No consortium is. FMCSA does not certify or endorse C/TPAs. Both must follow 49 CFR Part 40, use a SAMHSA-certified laboratory and a certified Medical Review Officer.
