Every CDL driver under a USDOT number must be in a random pool tested at 50% for drugs and 10% for alcohol per year. Owner-operators must use a C/TPA. 49 CFR 382.305.
Clearinghouse-II is live
Since November 2024, a driver in prohibited status loses their CDL within 60 days. About 200,000 drivers are prohibited today. Your program has to be right the first time.

What is a DOT drug and alcohol consortium?
A consortium is a random testing pool run by a consortium / third-party administrator (C/TPA) under 49 CFR Part 40 and Part 382. Drivers from many carriers are pooled so that random selections are statistically valid. The C/TPA runs the selections, schedules tests, works with the Medical Review Officer and keeps the records an auditor asks for.
Do owner-operators have to join a consortium?
Yes. An owner-operator cannot be in a random pool of one and cannot select themselves. FMCSA requires owner-operators to use a C/TPA for random testing and for Clearinghouse reporting. Membership is checked at the new-entrant audit and in roadside and compliance reviews.
What are the random testing rates for 2026?
FMCSA set the 2026 minimum annual rates at 50 percent for controlled substances and 10 percent for alcohol, unchanged for the sixth year. Profirm runs the pool at exactly these rates. Some providers test alcohol at 70 percent or more because they bill per test.
How much does the consortium cost?
$99 per year for an owner-operator, $30 per additional driver, $25 per driver for 6 to 20 drivers. A random test is $79 including collection, SAMHSA lab and MRO review. There is no government fee for consortium membership.
How fast can I get my enrollment certificate?

Where do I go for the test?
To a collection site near the driver. Our laboratory network has more than 12,000 sites, so a driver in Laredo, Fresno or Buffalo goes to the closest one with the paperwork already in the system.

What happens if I am not in a consortium?
Random testing violations are among the most common reasons new carriers fail the safety audit, and civil penalties can run into five figures per violation. A driver who tests positive without a program in place is prohibited from driving and now faces a CDL downgrade under Clearinghouse-II. It is the cheapest rule to follow and the most expensive to ignore.
