The digit rule, and what happens if you miss it
Under 49 CFR 390.19, every motor carrier, intermodal equipment provider, broker and freight forwarder with a USDOT number must file an updated Form MCS-150 at least every 24 months. FMCSA staggers the filings so they do not all land in one month by tying the schedule to the USDOT number itself.
Month. The last digit of the USDOT number gives the month. Digits 1 through 9 are January through September; 0 is October. Nobody is due in November or December.
Year. The second-to-last digit gives the year. An even digit means even-numbered years; an odd digit means odd-numbered years. If the USDOT number is a single digit, FMCSA treats the missing second digit as zero, so it is even.
Deadline. The update is due by the last day of the month. It is filed in Motus by the company official or a third-party filer the official has authorized. There is no government fee and no paper form; the "MCS-150" name is the form the online screens replace.
Take USDOT 1234567. Last digit 7 means July. Second-to-last digit 6 is even, so even years. The update is due in July 2026, July 2028, July 2030 and so on. If today is after July 31, 2026, the tool moves to July 2028 and counts the days.
What happens if you miss it
49 CFR 390.19 gives FMCSA two remedies and it uses both. First, deactivation: the USDOT number is set to inactive in the FMCSA database. An inactive number shows up immediately at roadside, in broker and shipper carrier checks and to insurers, and the carrier is treated as unregistered until it files. Trucks get placed out of service; loads get refused.
Second, civil penalties: up to 1,000 USD for each day the violation continues, capped at 10,000 USD. The figures in the regulation are adjusted for inflation annually, so the current amounts are somewhat higher. Penalties are assessed at FMCSA's discretion, most often when the lapse is discovered during a compliance review or after a crash.
Reactivation is simple: file the overdue update in Motus. There is no reinstatement fee. The cost is the downtime between deactivation and the filing, plus any penalty. The filing itself takes minutes if the company official already has a verified Login.gov account, and much longer if the official has to complete identity verification first, which is a good reason to set up Motus access before the month arrives.
One more thing the update does. The vehicle, driver and mileage counts on the MCS-150 set your CSA peer group and are what your base state checks when you register for UCR. A stale count can put you in a higher UCR bracket or a harsher CSA comparison. Updating accurately is worth more than just avoiding the penalty.

What is the MCS-150 biennial update?

How does the digit rule work?
The last digit of your USDOT number is the month: 1 is January, 2 February, and so on to 9 September; 0 is October. The second-to-last digit sets the year: even digit, even years; odd digit, odd years. USDOT 1234567 ends in 7 with a 6 before it, so the update is due every July of even years. If your number has one digit, the second-to-last digit counts as zero, which is even.
By what day of the month is it due?
By the last day of the due month. The tool counts days remaining to that day. Filing earlier in the month is fine, and filing at any time during the two years resets nothing: the schedule stays on your digits regardless of when you last filed.
I just got my USDOT number. Do I still have to update?
Yes. The schedule applies from the day the number is issued, so a carrier registered in March whose number puts it in May of the same year has a biennial update due two months later. FMCSA does not exempt new registrants. It takes ten minutes in Motus once the company official is verified.
What happens if I miss it?

Do I need to file if my information changed before the due date?
Yes. Changes to name, address, operation type, number of vehicles or drivers should be filed within 30 days, in addition to the biennial confirmation. A change filing does not move your biennial month; you still confirm again when your digits come up.
