Trucking compliance in New York: USDOT, UCR, IFTA, permits

What a new carrier in New York needs
Federal, same in every state
- USDOT number, filed in Motus (motus.dot.gov, the only real site). No government fee. Company official verifies identity through Login.gov.
- Operating authority for for-hire interstate loads: $300 per authority type on Pay.gov, granted about 21 days after filing, insurance and BOC-3. 49 CFR 365.
- BOC-3 process agent designation, no government fee, required before authority is granted. 49 CFR 366.
- UCR in your base state: $46 for 0 to 2 vehicles in 2026.
- Drug and alcohol program with a C/TPA: random pool at 50 percent drugs and 10 percent alcohol. 49 CFR 382.305. Owner-operators must use a consortium.
- FMCSA Clearinghouse registration, C/TPA designation, pre-employment full query and annual limited query per driver.
- Driver qualification file per driver. 49 CFR 391.51.
- MCS-150 biennial update on the schedule set by your USDOT number. 49 CFR 390.19.
- New-entrant safety audit within 12 months of the USDOT number.
New York layer
- Intrastate authority: New York State DOT handles intrastate carrier registration and the state safety program. Every carrier over 18,000 lb also needs a Highway Use Tax (HUT) certificate from the NYS Department of Taxation and Finance.
- IFTA licence and decals: New York State Department of Taxation and Finance (OSCAR). Qualified vehicle: 26,001 lb or more, three or more axles, or a combination over 26,000 lb.
- IRP apportioned plates for interstate vehicles over 26,000 lb, from the New York registration agency.
- UCR: New York participates in UCR. A New York-based carrier registers UCR with New York as the base state.
- USDOT for intrastate: New York requires a USDOT number for intrastate commercial motor vehicles, following the federal 10,001 lb GVWR definition. HUT applies from 18,000 lb gross weight.
- Weight-distance tax: New York HUT applies to every vehicle over 18,000 lb. Certificate and decal per vehicle, quarterly returns.

New York quirks
NY HUT: a certificate of registration and decal per vehicle over 18,000 lb, with quarterly returns based on miles driven on New York public roads. Enforcement is roadside.
Trucks entering from Canada at Champlain or Buffalo need the HUT decal before the first New York mile, not after.
New York City restricts trucks to a designated truck route network and bans them from most parkways because of low clearances.
IFTA, IRP and HUT are all managed in the same state portal (OSCAR), which helps once the accounts are set up.

Who issues the IFTA licence in New York?
New York State Department of Taxation and Finance (OSCAR). One licence and one set of decals from your base state cover every IFTA jurisdiction, including Quebec and Ontario. Where do I register UCR as a New York carrier?
New York participates in UCR. A New York-based carrier registers UCR with New York as the base state. The 2026 fee for 0 to 2 vehicles is $46; 2027 registration opens October 1, 2026 at $55 and enforcement starts after January 1, 2027.
What is NY HUT and when do I need it?
The Highway Use Tax applies to vehicles over 18,000 lb gross weight that use New York public roads. Each vehicle needs a certificate of registration and a decal before it enters the state, and the carrier files quarterly returns based on New York miles.
